State Advocate Ordered to Pay €100,000 Over Labour Club Property

A Maltese court has ordered the State Advocate to pay almost €100,000 in compensation to the owner of a Ħal Luqa property leased to the Labour Party for decades at far below market rent.

James Ciappara brought the case against both the State Advocate and the Labour Party, arguing that the property had been leased to the party for over 40 years at an unfairly low rate. The court found that the Labour Party had occupied the premises since 1960, paying just €187 annually until 2021, when rent rose to €400.

Judge Doreen Clarke ruled that the gap between what was paid and the property's actual market value was significant enough to constitute a breach of Ciappara's right to enjoy his property.

The State Advocate was ordered to pay €97,975 in pecuniary damages and a further €2,000 in non-pecuniary damages.
