Paola Mayor's Bank Account Frozen After Council Appeals Planning Permit

Paola Mayor Jason Silvio had his personal bank account frozen by a developer after the local council lodged an appeal against a planning permit.

The precautionary court order was sought following the council's challenge to permit PA 08297/25, which concerns the demolition of a two-storey dwelling in Triq Ninu Cremona and its replacement with a four-storey block and a receded fifth floor. The council appealed on the grounds that the development risks compromising the area's urban conservation status. Silvio disclosed his situation to the council on Wednesday evening, after which the meeting was brought to an immediate close and all councillors walked out in solidarity.

The move by the developer has raised serious concerns about the potential chilling effect on elected local representatives who act as guardians of their communities within the planning process. Justice Minister Jonathan Attard and Local Government Minister Alison Zerafa Civelli issued a joint statement calling the action unacceptable in a democratic society that respects the rule of law and public participation in the planning process. Both ministers indicated that the government would consider incorporating further legislative changes into a planning appeals reform bill currently before parliament.

Opposition MP Michael Piccinino and the Labour Party, whose deputy leader Alex Agius Saliba signed off on their statement, also condemned the move as bullying tactics.
