Joe Giglio Refuses to Apologise After Ethics Breach Ruling
PN MP Joe Giglio has rejected a Standards Commissioner finding that he breached parliamentary ethics by failing to declare a conflict of interest during a debate on tax legislation, refusing to apologise and sending the matter to Parliament's Standards Committee.

Standards Commissioner Joseph Azzopardi ruled that Giglio breached parliamentary ethics by not declaring a conflict of interest during a debate on tax legislation in August 2025. Two of Giglio's legal clients, Nigel and Mikaela Scerri, stood to benefit from the law after facing €1.5 million in tax evasion and money laundering charges, which were later dropped following a settlement with tax authorities.
Giglio voted against the legislation, but the Commissioner ruled that this did not remove the conflict of interest. The breach was classified as not serious, with an apology proposed as a condition for closing the case.
Giglio refused to apologise, and the matter has now been referred to Parliament's Standards Committee.
He argued that the ruling sets a worrying precedent, questioning whether professionals such as lawyers, doctors and architects could face similar conflicts whenever Parliament debates legislation affecting their fields.
