The State must shoulder responsibility for the assassination of Daphne Caruana Galizia, the public inquiry into the journalists’ death, which has just been published, has concluded.
In the 437-page report, the inquiry found that the State had created a culture of impunity which infiltrated the country’s institutions and although there is no proof that the State was directly involved in the murder, the culture of impunity was created from the highest echelons of power within former Prime Minister Joseph Muscat’s office at Castille.
“From the evidence that was aquired to this date, there is little doubt that the assassination of Mrs.Caruana Galizia took place in the midst of circumstances that involved persons within entities of the State or those close to them” the report said.
According to the report the state also failed to recognise the real and immediate risks to Caruana Galizia’s life. It also failed to take reasonable steps to avoid these risks.
